Arak is a large city in central Iran, the capital of the Markazi Province. It was formerly known as Sultanabad and often appears under that name in older books on Persian carpets.

These rugs are often referred to as Seraband Mir boteh rugs because they originated in Seraband and mir refers to the repeating pattern of botehs that comprise the dominant pattern.

I have a lot more information on the history of the boteh symbol.  If you contact me, I can provide the extra information.
